Pre-owned (used) automobiles only.
- Vehicle needs to be a Battery Electric Vehicle (BEV) or Plug-In Hybrid Electric Vehicle (PHEV) noted on the HOV Eligibility list at the time of purchase *. See a list of eligible plug-in automobiles here.
- Vehicle can be bought or leased.
- Vehicle needs to remain authorized to the candidate in California for a minimum of 20 months.
- Vehicle should be currently signed up to the candidate's PG&E property service address.
- If approved, the rebate check will be sent by mail to the address noted on the car's registration card.

  • Hydrogen Fuel Cell lorries and Compressed Natural Gas vehicles are not qualified.

    Applicant Eligibility

    - Application must be successfully sent within 180 days of the date of EV purchase or lease.
    - Applicant should be an active PG&E domestic electrical consumer. PG&E gas-only residential customers who receive electrical service from a municipality are ineligible for the refund. The service account does not have to remain in the applicant's name to apply.
    - Each PG&E consumer and each property household might receive only one PG&E Pre-Owned EV Rebate per qualified vehicle
    - Each private applicant may receive a rebate for a maximum of three various eligible vehicles for the life of the program.

    REBATE PLUS OPTION

    Customers who fulfill the PG&E Pre-Owned EV Rebate program requirements and are income-qualified may be eligible for the Rebate Plus alternative of $4,000.

    If an applicant satisfies all other program requirements and qualifies under Eligibility Scenario 1 or Scenario 2 listed below, they might be qualified for the Rebate Plus option. If an applicant receives a refund for the Standard choice, the applicant might not apply again later on for the in between the Standard option and the Rebate Plus choice, regardless of income qualifications at the time of (or after) the original application.

    What documents need to be sent to obtain the Rebate Plus choice?

    Eligibility Scenario 1: Enrollment in a Qualified Public Assistance Program

    An applicant might qualify for the Rebate Plus alternative if they took part in, and can supply proof of, registration for a minimum of one of these public assistance programs on the date the vehicle was bought or rented:

    - Bureau of Indian Affairs General Assistance
    - CalFresh/SNAP (food stamps).
    - CalWorks (TANF)/ Tribal TANF.
    - Drive Clean in the San Joaquin Replace Program *.
    - Bay Area Clean Cars for All **.
    - Head Start Income Eligible (tribal just).
  • Low-Income Home Energy Assistance Program (LIHEAP).
    - Medi-Cal (income-qualified Medi-Cal only).
    - Medi-Cal for Families (Healthy Families A&B).
    - Supplemental Security Income (SSI).
    - Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
    To qualify, the candidate's name should match that of the individual registered in the eligible public help program and the evidence of registration need to be dated within 12 months of the application submission date. Applicants noted as a based on their proof of public help documents are not eligible for the Rebate Plus alternative. If a candidate is under the age of 18, additional paperwork will be requested to verify dependence status.

    * Applicants with applications and supporting files submitted on or after June 13, 2023 may receive Rebate Plus by supplying their Drive Clean in the San Joaquin Replace Program approval letter that confirms their validated family income is 80% or less of the Area Median Income (AMI) for the applicant's county.

    ** Applicants with applications and supporting documents submitted on or after May 22, 2025 might receive Rebate Plus by providing their Bay Area Clean Cars for All Program approval letter.

    Eligibility Scenario 2: Income Verification

    If the candidate's home satisfies the annual gross income limitations for their household size and the county in PG&E's service area where the applicant lived when the lorry was bought or rented, the candidate may get approved for the Rebate Plus option:

    Household size consists of the taxpayer( s) and any individuals who are declared as dependents on one federal tax return. A tax family may consist of a spouse and/or dependents. Individuals who live at the service address however who are not listed on the applicant's submitted tax return will not be included in the "family size" for rebate purposes.
    Household income is determined by reviewing IRS income tax return transcripts. It includes the gross earnings of both taxable and non-taxable earnings sources of all home members ages 18 and older as shown on the most recently filed tax return transcript readily available within 2 years of the vehicle's date of purchase or lease. This consists of, but is not restricted to, the following: wages, joblessness, workers' compensation, Social Security, Supplemental Security Income, public assistance, veterans' payments, survivor benefits, pension or retirement income, interest, dividends, rents, royalties, earnings from estates, trusts, academic support, alimony, child support, support from outside the family, and other various sources.
    Dependents are not qualified for the Rebate Plus option. Dependency is identified by if the candidate is listed as a reliant on someone else's tax return transcript or if the applicant's income tax return transcript shows an exemption number of 0.

    What if the candidate has not submitted taxes for the year the lorry was acquired or leased? How is the applicant's federal tax return used to compute earnings?
